Prescreening Period Notification
Property will be added to this website when sufficient data is available to allow for screening and selection by interested parties. The potential artifacts will remain on the website for 90 days. If not selected during internal or external prescreening the property will resume its normal process for use and disposition. Start and end dates are provided below for the periods that batches of potential artifacts are available for prescreening. Also listed are the end dates for internal and external prescreening.
Prescreening Period 1: Start Date - 09/01/2009; Internal prescreening ends - 09/30/2009; External prescreening ends - 11/30/2009
Prescreening Period 2: Start Date - 01/19/2010; Internal prescreening ends - 02/17/2010; External prescreening ends - 04/18/2010.
Period 2 will include artifacts from the Apollo, Gemini, Mercury, and Hubble NASA programs as well as the Shutlle Program.
Note 1: Internal prescreening agencies are: NASA (for technical reuse), NASA Visitor Centers, NASA Exhibit Managers, NASM. [View and select for first 30 days].
Note 2: External prescreening agencies are: NASA (for technical reuse), other Federal agencies, museums and educational institutions sponsored by State Agencies for Surplus Property (SASP), and educational institutions eligible for direct transfers under Stevenson-Wydler authority. All external prescreening agencies can view throughout the 90-day prescreening period, but may select only from days 31 through 90.
Purpose:The purpose of this website is to provide a unique portal for authorized recipients to view NASA's Space Programs potential artifacts and request desired items. The Prescreening process provides a fair and equitable opportunity for potential recipients to receive historic artifacts.
This is the first time that NASA artifacts have been made as widely available to other Federal Agencies and the public and, in most cases, in advance of their anticipated date of last need in support of NASA missions. The artifacts offered in this website will be available for viewing for a 90-day period and will be available for selection as a transfer [donation if transferred to a donee through a State Agency for Surplus Property] on the following priority basis:
The National Air and Space Museum and NASA Visitor Centers (for onsite display) are reserved the first 30 days to select potential artifacts (Internal prescreening).
NASA Programmatic Reuse has priority selection throughout the 90 day period.
Potential artifacts not selected in the internal prescreening period are available for selection as a transfer to other Federal agencies; as a donation to museums and educational institutions through State Agencies for Surplus Property (SASPs) under authority of the Federal Surplus Personal Property Donation Program; and, for direct transfer to universities, colleges and schools under authority of the Stevenson-Wydler Technology Innovation Act.
Disclosures: Potential recipients must be aware of and acknowledge understanding of the following disclosures regarding this potential Artifacts transfer/donation process.
Potential artifacts are being offered as a transfer/donation; however, the potential recipient will be responsible to bear the cost to prepare the artifact for shipment, transportation, delivery intact, and display. Large cumbersome objects may require substantial effort to disassemble, ship and reassemble.
Some artifacts may require special consideration in preparation for display in accordance with Department of State regulations to preclude prohibited access to sensitive technical or manufacturing information. All NASA property is subject to Export Control requirements and recipients will be required to acknowledge their responsibilities for these controls at time of transfer of the artifact. Recipients of artifacts designated as requiring special handling must contact NASA for final disposition instructions when the recipient no longer desires to retain possession of the artifact.
When notified that the property is ready for transport, the recipient must transport the artifact from the premises within 15 calendar days, unless otherwise coordinated with the holding agency.
Information provided for the intent of receiving artifacts must be true and accurate and applicants are subject to penalties of Title 18, section 1001 of the United States Code regarding submittal of false information. Disposition decisions will be based upon the information obtained in the prescreening module questionnaire. Artifacts intended for display shall be retained by the recipient for a minimum of 5 years for the purpose described in the answers to the questions herein.
Requests will not be considered unless signed by the official authorized by the requesting organization to obligate the resources necessary to carry out any activities associated with a transfer.
Artifacts will be posted for prescreening as they are identified. The date the artifact is posted on the GSA prescreening module is the start date for the screening period. Requests for artifacts must be submitted (cart check-out) within 90 days (30 days for internal agency selection) after start of the prescreening period. A count-down date notice will be posted on all open carts indicating the remaining screening days for the artifact; therefore, only artifacts with the same start date will be allowed in the same cart.
All questions about the artifacts shall be directed to the NASA POC listed on each item's Property Data Sheet. Although external agencies are being given the opportunity to review the items over the full 90 day period, external agency queries will only be accepted over the day 31 through day 90 period.
Artifact availability, release date and/or quantity are subject to change dependent upon the needs of NASA and unforeseen circumstances encountered during use.
Non-profit Museums, Universities, and Schools: If you want to acquire an artifact through the Federal Surplus Personal Property Donation Program , you must first be determined eligible by the State Agency for Surplus Property [SASP] in your state. Once determined eligible, the SASP will provide you with a User ID that will allow you to access the Prescreening Module to search for and request shuttle NASA Space Programs historic artifacts. SASP personnel will be available to assist you in the virtual shopping cart and checkout process. NOTE: If you are acquiring NASA program artifacts through the SASP, DO NOT register with an NCES or IPEDS number.

Universities and Schools : If you want to acquire an artifact as a direct transfer recipient, you must first Register here. You will need an NCES Number if you are a school. You will need an IPEDS Number if you are a University. At the end of Registration, the system will assign you a User ID that can be used to search and select NASA Space Programs Historic Artifacts. NOTE: If you are acquiring NASA program artifacts by registering with an NCES or IPEDS number, DO NOT request the same artifact through the SASP.
